Job Summary

Performs journey-level work in support of the Employee and Labor Relations Department′s activities.

Duties and Responsibilities
  • Researches and writes responses to grievances

  • Assists with calculating contract costs

  • Conducts second-level grievance hearings

  • Assists in preparing reports for management

  • Confers with union representatives to resolve labor relations problems

  • Guides management in personnel actions

  • Develops and conducts training on employee relations

  • Recommends whether to arbitrate and the appropriate settlement, as needed

  • Administers the Unemployment Insurance Program, including processing claims and attending appeal hearings

  • Ensures timely processing of invoice payments for unemployment Insurance

  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities

Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, and practices of labor negotiation, arbitration, contract administration, and unemployment insurance administration work

  • Applicable local, state, and federal laws, rules, and regulations governing labor relations, arbitration, contract administration, and unemployment insurance administration for a public agency

  • EEO and affirmative action principles and goals

  • Research principles and techniques

  • Basic medical terminology

  • Labor contracts

  • Applicable business software applications

Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)

  • Performing journey-level work in employee and labor relations and unemployment insurance administration

  • Conducting research and analysis; compiling and analyzing information/complex data from various sources

  • Interpreting data, laws, contracts, side letters, rule books, and policies

  • Handling highly confidential information and maintaining confidentiality

  • Analyzing situations and identifying problems

  • Exercising sound judgment and creativity in making decisions

  • Communicating effectively orally and in writing

  • Preparing comprehensive reports and correspondence

  • Interacting professionally with various levels of Metro employees and outside representatives

  • Handling interpersonal relationships judiciously and empathetically

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:


  • Bachelor's Degree in Industrial Relations, Business, Law, Public Administration, or a related field


  • One year of relevant experience performing labor relations or related work

Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
