Job Summary
Directs and manages the department-wide overall construction and administrative support activities related to Program Management goals, objectives, budgets, schedules, and staffing in order to facilitate delivering capital projects on time and within budget.
Duties and Responsibilities
  • Directs activities of assigned departments, providing staffing policy direction, establishing goals, instilling priorities, resolving financial and contractual issues, developing administration strategies, and communicating unit objectives
  • Oversees construction and administrative support projects
  • Oversees the department′s recruitment and staffing allocation plan
  • Directs the department′s development, implementation, and monitoring of short- and long-range goals, objectives, budgets, schedules, and strategies
  • Directs and monitors departmental operating and capital project budget activities
  • Oversees, monitors, analyzes, and administers operating, capital, and Measure R and M expenditures to identify budget variances and cash flow projections
  • Supports Metro′s Capital Project activities, ensuring appropriate levels of resource allocations
  • Oversees department-wide capital project key milestones and cost performance reporting
  • Establishes procedures in coordination with other units/departments to ensure that related activities conform to Metro policies, federal regulations, and all applicable state and local laws
  • Analyzes and reports on complex financial and cost data
  • Manages department expenditures within fiscal and budgetary constraints
  • Advises and assists executive management on studies, investigations, and analyses related to Program Management′s capital program project administration
  • Attends committee, Board of Directors, and special session meetings as required
  • Briefs executive staff and Board of Directors as necessary
  • Supervises, mentors, and motivates assigned staff
  • Provides continuous professional development training for Program Management employees
  • Chairs and participates in various committees and task forces
  • Communicates Metro′s safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:

  • Bachelor′s Degree in Business Administration, Public Administration, Accounting, Finance, or a related field; Master′s Degree in Business, Public Administration, or a related field preferred

  • Five years of relevant senior management-level experience overseeing budgeting, accounting, auditing, or cost/schedule analysis functions in the public transportation industry; experience working on rail transit engineering projects preferred

Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
