Job Summary
Directs, plans, and manages Metro′s Bus and Rail Safety Management System (SMS) programs, Construction Safety program, and Occupational Health and Safety programs; or Metro′s Transit Asset Management (TAM) program or Metro′s Risk program; plans, directs, manages, and monitors the performance of staff and operations related to risk, safety, or asset management; ensures compliance with applicable risk, safety, or asset management policies and statutory regulations; and coordinates risk, safety, or asset management efforts throughout the agency.
Duties and Responsibilities
  • Provides guidance and directs Metro activities to be in compliance with applicable local, state, and federal laws, rules, and regulations
  • Oversees and directs all agency safety functions and compliance activities for Metro, including Transit Operations Safety programs and Occupational Health and Safety programs, risk management programs, or asset management objectives and initiatives, including compliance with FTA (Federal Transit Administration) TAM Rulemaking
  • Directs the development, implementation, administration, and review of Metro′s comprehensive construction risk, safety, or asset management programs and plans
  • Establishes and implements long-range safety goals, budgets, plans and priorities, KPI′s (Key Performance Indicators), and standards of performance
  • Advises and makes recommendations to management on safety and related environmental matters
  • Conducts trend analysis of safety events, incidents, and hazards; recommends and implements strategies to mitigate and improve negative trends
  • Directs comprehensive transportation safety design reviews to identify and mitigate hazards in facilities, systems, vehicles, and equipment design and implementation
  • Provides direction for development and revision of risk, safety, or asset management policies and procedures
  • Establishes programs to oversee the Third-Party Administrator (TPA) for Claims, including an audit and subrogation program
  • Supports settlement recommendations at Board Closed Session
  • Establishes training programs for TPA staff and oversees implementation
  • Develops strategies to minimize exposure at settlement conferences and mediations
  • Oversees the development of workers′ compensation programs to reduce claims and control loses
  • Oversees establishment and implementation of transitional duty programs
  • Makes recommendations to management on operations risk, safety, or asset management issues
  • Directs all inter-departmental safety task forces, peer reviews, and committees, and represents Metro with outside agencies
  • Prepares and presents written and oral reports to management, the Board of Directors, outside agencies, and the public
  • Coordinates risk, safety, or asset management functions and projects with Metro departments
  • Develops and administers the department′s budget
  • Advises and assists executive management with studies, investigations, and analyses related to Asset Management′s capital condition assessment program, project administration, and FTA compliance
  • Represents Metro on risk, safety, or asset management issues at meetings, conferences, and public events
  • Ensures that department SMS Safety Plans are in compliance with applicable safety laws, rules, codes, and regulations, resources are effectively managed, and corrective actions are implemented in a timely manner to ensure compliance
  • Directs the conduct of studies, investigations, and analyses at the direction of the CEO (Chief Executive Officer), DCEO (Deputy Chief Executive Officer), Chief Risk, Safety and Asset Management Officer, or Executive Officer, including preparation of reports of findings and recommendations
  • Advises and coordinates with management to ensure that all safety, fire prevention, and environmental related activities are performed in accordance with the department SMS Safety Plans
  • Directs the management and coordination of Risk, Safety, or Asset Management consultants support, as required
  • Supervises staff engaged in coordinating and implementing risk, safety (injury, accident, and incident investigations and prevention), or asset management programs and processes
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:

Education
  • Bachelor′s Degree in Safety, Public Administration, Engineering, Business Administration, Risk Management, Construction Management, Planning, or a related field; Master's degree in a related field preferred

Experience
  • Five years of relevant senior management-level experience administering risk, safety, or asset management programs and plans involving major transportation operations

Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Transportation Safety Institute World Safety Organization-Certified Safety and Security Director (WSO-CSSD) preferred
  • Professional Engineering License preferred
  • Advanced Safety Certificate (ASC) preferred
  • Associate/Certified Safety Professional (ASP/CSP) preferred
  • Occupational Health and Safety Technician (OHST) preferred
  • Certified Safety and Health Manager (CSHM) preferred
  • Environmental Health and Safety (EHS) Certificate preferred
  • National Incident Management System (NIMS) preferred
  • Transit Safety and Security Program (TSSP) Certification preferred
  • Available 24 hours, 7 days a week
