Job Summary

Directs the independent Office of the Inspector General to detect, investigate, study, inspect, and audit Metro to deter and prevent fraud, waste, abuse, dishonesty, and illegal and noncompliant activities, and promote safe, efficient, and effective performance of the agency′s programs and operations.

Duties and Responsibilities
  • Directs the overall independent oversight program of Metro to help ensure employee, passenger, and general public safety, and to perform activities that detect malfeasance, waste, abuse, and noncompliance
  • Advises the Board of Directors on issues relating to Metro's compliance with federal, state, and local laws, regulations, ordinances, and policies, and the need and status of any appropriate corrective action
  • Communicates regularly with and notifies the agency and the Board of Directors of unsafe conditions and wasteful practices
  • Manages the daily affairs and operations of the Office of the Inspector General
  • Oversees the operation of the Metro Transit Court, including representation at third level superior court hearings on matters heard previously at Transit Court, and coordinates with outside agencies
  • Provides leadership and direction and recommends policy changes and remedial actions to correct deficiencies in work processes/plans; promotes improved efficiencies and effectiveness
  • Receives and investigates complaints from any source or proactively initiates actions concerning alleged fraud, waste, or abuse of Metro resources or other misconduct or illegal activities related to Metro
  • Closely monitors the expenditure of funds in the Office of the Inspector General and the agency, or entities receiving Metro funds, to ensure expenditures are proper and legal
  • Reports quarterly on the expenditures of Metro for travel, meals, refreshments, private club dues, membership fees, and other charges and expenditures or Inspector General activities at public hearings
  • Maintains good working relationships with federal, state, and local law enforcement agencies and officials
  • Reports to the District Attorney, Attorney General, United States Attorney, or other appropriate prosecutorial and investigative agencies in instances of violation of criminal law as appropriate
  • Directs staff conducting investigations, audits, reviews, and analyses relating to Metro programs, operations, and contracts; presents oral and written briefings and reports to the Board of Directors, management, and other agencies
  • Directs the establishment of policies, goals, priorities, and strategies for comprehensive audits, investigations, and reviews of problems in management performance, operational systems, administrative activities, and alleged improper performance by contractors, individual employees, or Board members
  • Represents Metro before industry and related professional groups, public agencies, the private sector, and the general public
  • Communicates Metro's safety vision and goals; oversees the implementation of agency and departmental safety rules, policies, and procedures; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor's Degree in Business, Public Administration, Accounting, Law Enforcement, or a related field; Juris Doctorate Degree or other appropriate advanced degree preferred


Experience

  • Five years of relevant executive management-level experience in operational or financial audits, criminal or administrative investigations, or prosecutions/defense; experience in transportation and in government preferred


Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Certified Public Accountant (CPA) or Certified Internal Auditor (CIA) preferred
  • Licensed Attorney preferred
