Job Summary

Provides executive direction, planning, strategic oversight to the overall activities, projects, and programs of an assigned department to support agency goals.

Duties and Responsibilities
  • Directs the overall activities, projects and program of an assigned department

  • Directs the implementation of departmental goals, objectives, policies, procedures, budget, and work standards for multiple sub-units

  • Oversees multiple sub-units to ensure compliance with operational goals for information systems, contracts, administrative support, and other initiatives

  • Executes the development, analysis, and reporting of the annual operating and capital budgets for the assigned area of responsibilities

  • Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; and allocates resources accordingly

  • Reviews unit performance against goals and takes necessary management actions to address deviations and facilitate progress

  • Directs operating and financial performance measurement and reporting for assigned area of responsibilities

  • Directs the development of strategies and resolutions for major administrative services; establishes goals and facilitates and monitors progress

  • Represents Metro and department before, the Board of Directors, public agencies, community groups, committees, and professional organizations as assigned

  • Directs the development of recommendations to alleviate and resolve identified problems

  • Formulates policy recommendations for Metro's Board of Directors, attends Board meetings, and presents reports to the Board Provides objective and independent recommendations to the Office of the CEO and senior management to promote and improve processes

  • Liaises with stakeholders to drive solutions

  • Directs, coordinates, and develops responses to FTA (Federal Transit Administration) and Caltrans audits and follows up on action items reported in audit response through to completion

  • Oversees and reviews funding applications for various programs

  • Chairs and participates in various committees and task forces

  • Directs, mentors, coaches, and motivates assigned employees to develop and train staff for growth

  • Communicates and implements safety rules, policies, and procedures in support of the agency′s safety vision and goals; and maintains accountability for the safety performance of all assigned employees

  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities

Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, strategies, and practices of project management

  • Applicable local, state, and federal laws, rules, and regulations governing public agencies

  • Administrative principles, strategies, and methods, including goal setting, streamlining processes, program and budget development and implementation

  • Capital and operating budgets

  • Public agency procurement procedures and contract management

  • Labor/management agreements

  • Modern organizational management theory

  • Applicable business software applications

  • Overseeing and managing large-scale projects across all business units

  • Developing, directing, and implementing major capital and operational programs

  • Analyzing situations, identifying problems, recommending solutions, and evaluating outcomes

  • Making presentations to the public, committees, Board of Directors, etc.

  • Effectively interacting with all levels of Metro employees and management, Board of Directors, outside representatives, and elected officials

  • Effectively coaching, mentoring, and developing represented and non-represented assigned staff

  • Exercise leadership to implement and ensure that Metro′s mission and strategic vision are reflected in the management of assigned staff

  • Direct financial decisions within a budget

  • Plan financial and staffing needs; make financial decisions within a budget

  • Represent Metro before the Board of Directors, elected officials, and the public

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:


  • Bachelor's Degree in Business, Public Administration, or a related field; Master′s Degree in a related field preferred


  • Eight years of relevant senior management-level experience in one or more of the disciplines managed

Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
