Job Summary

Supervises technical personnel and participates in the procurement, compliance and acceptance of new public transit vehicles, to ensure compliance with Quality Assurance/Quality Control (QA/QC), warranties, and performance expectations.

Duties and Responsibilities
  • Manages vehicle procurement capital project/program, related budget, and payment approval in order to meet milestone activities
  • Plans, organizes, and coordinates the quality control inspection of new buses during the manufacturing process at the manufacturer's facility
  • Plans, implements, and coordinates warranty claims and QA/QC inspections for all rail vehicles, facilities, and wayside equipment
  • Plans, organizes, and coordinates service preparation activities for new buses after arrival at Metro
  • Provides assistance to maintenance staff in remedying chronic vehicle failures
  • Participates in department and vendor conference calls to resolve current build or vehicle performance issues
  • Develops engineering configuration change orders and informational bulletins
  • Oversees and administers the processing of rail and bus warranty claims
  • Develops and prepares specifications for the procurement of new buses and non-revenue equipment
  • Prepares comprehensive reports and correspondence relating to warranty and vehicle acceptance
  • Researches federal, state, and local regulations to assure manufacturer compliance with all applicable regulations
  • Conducts first-level disciplinary and grievance hearings
  • Conducts meetings to determine users' needs
  • Manages special technological development projects; develops and maintains project budgets
  • Moves debris or articles from the track when necessary
  • Supervises and motivates subordinate and contractors in daily activities
  • Ensures that assigned staff and on-site project vendor personnel comply all Metro safety rules, policies, requirements, regulations, and procedures
  • Maintains, supports, and promotes a safe work environment while complying with all of Metro′s safety rules, policies, and procedures

Essential Knowledge, Skills and Abilities

Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, and practices of repair, maintenance, and manufacturing of diesel, gasoline, and alternate fuel vehicles, engines, parts, components and electrical systems

  • Applicable local, state, and federal laws, rules, and regulations governing maintenance, repair, and procurement of public transit vehicles

  • Project management, planning and budgeting techniques

  • Contract management techniques

  • Warranties

  • Principles of supervision

  • Applicable business software applications

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:


  • Associate's Degree in a related field or equivalent training from a recognized trade school


  • Three years of relevant experience in the procurement of vehicles and equipment, including new vehicle inspections, writing technical specifications, or other related activities

Certifications/Licenses/Special Requirements

  • Exposure to weather, physical, electrical, and chemical hazards and conditions while at work sites

  • Frequent out-of-state travel for extended periods required

  • Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, eye and hearing protective devices (HPD), if and when required

  • Valid California Class C Driver License
