Job Summary

Performs journey level work in support of Metro's Civil Rights Programs, including Title VI, Title VII, Equal Employment Opportunity (EEO), and other federal and state civil rights laws.

Duties and Responsibilities
  • Contributes to ensuring that the civil rights policies and programs of Metro are carried out

  • Researches and stays updated on federal and state civil rights laws

  • Stays updated on investigative techniques, including interview skills, report writing, report analysis, and credibility factors

  • Uploads and maintains documents in case database system

  • Evaluates training needs, then assembles and presents information to employees on Civil Rights related topics

  • Provides relevant information for the EEO Program

  • Represents department at internal and external meetings

  • Gathers relevant documentation for cases

  • Investigates and makes recommendations regarding discrimination/harassment/retaliation complaints

  • Writes investigative reports and conducts analysis to determine findings

  • Advises and counsels management on complaints

  • Participates in mediation and conciliation to resolve complaints

  • Coordinates actions with and solicits opinions from County Counsel with the advice of management

  • Makes recommendations for corrective action, including employee discipline and training

  • Assists in the preparation of policies and procedures on the non-discrimination, affirmative action, and employment discrimination complaint processes

  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities

  • Theories, principles and practices of civil rights programs

  • Laws, regulations and criteria pertaining to civil rights programs

  • Training preparation and presentation techniques

  • Investigative and interview techniques

  • Applicable busines software applications

  • Performing work in support of civil rights programs

  • Communicating effectively orally and in writing

  • Interacting professionally with various levels of Metro employees and outside representative

  • Analyzing situations, identifying problems, and recommending solutions

  • Preparing comprehensive reports and correspondence

  • Training and motivating employees

  • Compiling and analyzing complex data

Minimum Qualifications

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:


  • Bachelor's Degree in Public Administration, Criminology, Sociology, or a related field


  • One year of relevant experience conducting investigations for civil rights programs

Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
