Job Summary

Supervises a work unit in the development, implementation, support, modification, and maintenance of scheduling application systems.

Duties and Responsibilities
  • Plans, organizes, and supervises a work unit and/or large-scale projects in the development, implementation, maintenance, and support of computer application systems for schedule planning, schedule building, and data collection systems
  • Designs, reviews, and monitors complex computer programs for scheduling and operations planning application systems
  • Oversees the development, testing, and implementation of new application systems and enhancement of existing systems
  • Conducts feasibility studies for scheduling and operations planning computer application systems
  • Oversees the training of users regarding new and enhanced application systems; provides assistance to users in debugging systems and resolving end-user problems
  • Participates in reviewing technical proposals, application analyses, and design of scheduling and planning application systems
  • Provides technical guidance to staff from the Information Technology Department and consultants in developing and enhancing application systems
  • Assists the Systems Manager in the design and development of technical reports for transit-related application systems and manpower planning
  • Supervises, trains, mentors, and motivates assigned staff
  • Represents supervisor as directed
  • Accounts for assigned staff and personal compliance with all of Metro′s safety rules, polices, and procedures
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities


Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, and practices of application systems development, advanced capabilities of client/server computer networks, personal computers, and hand-held computers
  • Applicable local, state, and federal laws, rules, and regulations governing transportation policies and information systems for a public agency
  • Principles of data warehousing/data mining systems application development
  • Relational database design and programming
  • Software used in application systems for scheduling, operations planning, and data collection
  • Project management techniques
  • Principles of supervision


Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)

  • Planning, organizing, and monitoring the work of a specialized work unit
  • Overseeing development and implementation of new application systems and enhancement of existing systems
  • Writing complex computer programs
  • Analyzing situations, identifying problems, recommending solutions, and evaluating outcomes
  • Communicating effectively orally and in writing
  • Preparing comprehensive reports and correspondence
  • Interacting professionally with various levels of Metro employees and outside representatives

  • Coordinate application development and programming activities
  • Compile, analyze, and interpret complex data
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Supervise, train, mentor, and motivate assigned staff and/or manage large scale projects
  • Read, write, speak, and understand English
Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor′s Degree in Mathematics, Business, Statistics, Information Systems, or a related field


Experience

  • Six years of relevant experience or three years of supervisory-level experience in planning, developing, implementing, and supporting large application systems in a client/server and/or microcomputer environment; public transit scheduling experience preferred


Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

  • On-call work and travel as required
