Job Summary
Supervises staff responsible for developing, modifying, and implementing bus/rail service schedules to meet customer demand within budget and union work rules. This position is exempt; however, it is coded as "non-exempt" for Payroll purposes only.
Duties and Responsibilities
  • Plans, organizes, and supervises work of Schedules staff in the development and production of transit operating schedules, work runs, and related materials
  • Trains schedule-making staff in all facets of maintaining and building schedules, and using manual and computerized techniques
  • Conducts complex schedule-making or work run production assignments
  • Oversees preparation of proposals for improving efficiency of schedule-making and runcutting work based on ridership trend reports
  • Identifies operational and service problems, determines data requirements, and requests and analyzes passenger count studies to resolve problems and increase efficiency
  • Reviews operating schedules, work runs, and all work assignments for accuracy and compliance with Metro policies, labor provisions, and regulations
  • Meets with representatives of other departments, operating divisions, and agencies to discuss work projects, improvement of service, procedures, production of transit schedules, and resolution of problems
  • Supervises subordinates
  • Accounts for subordinates and personal compliance with all of Metro′s safety rules, polices, and procedures
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities
Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)
  • Theories, principles, and practices of transit schedule-making and work run development
  • Applicable local, state, and federal laws, rules, and regulations governing transportation policies for a public agency
  • Schedule-making computer software applications
  • Metro transportation operations and service areas
  • Advanced statistical and data collection methods
  • Applicable collective bargaining agreements
  • Principles of supervision
  • Applicable business software applications

Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)
  • Planning, organizing, prioritizing, and monitoring the work of a bus and rail service schedule department
  • Performing complex schedule-making and runcutting work
  • Utilizing computerized scheduling and runcutting systems and tools
  • Developing schedule building methods and procedures
  • Managing projects from inception to culmination
  • Analyzing situations, identifying problems, and recommending solutions
  • Communicating effectively orally and in writing
  • Preparing comprehensive reports and correspondence
  • Interacting professionally with various levels of Metro employees and outside representatives

  • Compile, analyze, and interpret complex data
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Supervise, train, mentor, and motivate subordinates

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education
  • Bachelor's Degree in Planning, Statistics, Business, or a related field preferred

Experience
  • Two years of relevant experience performing journey-level schedule-making and runcutting work using a computerized scheduling or runcutting system

Certifications/Licenses/Special Requirements
  • May work overtime as required
