Job Summary

Performs technical analysis work in support of complex computerized scheduling systems.

Duties and Responsibilities
  • Prepares specifications for the development of the operations planning and Service Performance Analysis application systems
  • Oversees development, enhancement, testing, maintenance, debugging, documenting, and support of computer applications for schedule planning, schedule building, data collection, and Operations Performance Analysis systems
  • Troubleshoots systems problems related to scheduling systems
  • Reviews technical proposals, application analysis, design of planning, operations planning, and Operations Performance Analysis systems
  • Performs advanced computer systems analysis and design for scheduling, operations planning, and Operations Performance Analysis application systems
  • Conducts feasibility studies for scheduling, operations planning, and Operations Performance Analysis application areas
  • Interacts with and provides subject matter expertise to consultants and Information Technology Systems department staff for developing, testing, and implementing new systems and enhancing existing systems
  • Trains users in the operation of existing, new and enhanced systems
  • Acts as lead person providing work direction and guidance to professional staff
  • Conducts special studies/research projects as assigned
  • Represents supervisor as directed

Essential Knowledge, Skills and Abilities

Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, and practices of application systems development, advanced capabilities of client/server computer networks, and workstation computers
  • Relational database design and programming
  • Software used in application systems for schedule planning, data collection, and Operations Performance Analysis
  • Applicable local, state, and federal laws, rules, and regulations governing transportation policies and information systems for a public agency
  • Project management techniques
  • Data analysis
  • Applicable business software applications


Skill in (defined as the proficient manual, verbal, or mental utilization of data, people, or things)

  • Planning, organizing, and implementing new systems and enhance existing systems
  • Coordinating application development and programming activities
  • Writing complex computer programs using SQL (Structured Query Language), Visual Basic, .Net, and other languages
  • Creating Business Intelligence (BI) solutions with analysis, filters, dashboards, and prompts
  • Creating, modifying, and troubleshooting web pages
  • Analyzing situations, identifying problems, and recommending solutions
  • Multi-tasking
  • Communicating effectively orally and in writing
  • Preparing comprehensive reports and correspondence
  • Preparing user and systems documentation to industry standards
  • Interacting professionally with various levels of Metro employees and outside representatives
  • Using various input devices for extracting and utilizing data
  • Operating personal computers, general office equipment, and data processing applications

  • Compile, analyze, and interpret complex data

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Bachelor′s Degree in Mathematics, Business, Statistics, Information Systems, or a related field


Experience

  • Two years of relevant experience developing, operating, or supporting application systems in a client/server and/or microcomputer; some positions in this class may require specialized experience in area of assignment; public transit scheduling experience preferred


Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • On-call work and travel as required
