Job Summary
Manages accessibility compliance programs, provides accessibility-related training to Metro employees, and establishes and strengthens relationships with community groups to promote Metro's accessibility services and to receive vital feedback from the community, ensuring that Metro is meeting accessibility requirements and complying with the Americans with Disabilities Act (ADA) regulations for Metro′s transportation systems and facilities used by persons with disabilities.
Duties and Responsibilities
  • Manages Metro's accessibility compliance programs, such as Mystery Rider Program and Safely Transporting All Riders Program
  • Establishes and maintains compliance with the Americans with Disabilities Act (ADA) in coordination with other departments, project managers, subrecipients, and contractors to ensure that Metro's business operations, and facilities are compliant with applicable local, state, and federal requirements
  • Receives, investigates, and makes recommendations on formal and informal complaints, grievances, inquiries, and concerns from employees, customers, and community organizations in relation to ADA services and facilities; when necessary, refers complaints to appropriate departments, flags issues with critical legal implications, and monitors resolution
  • Provides oversight to the resolution of accessibility-related complaints
  • Develops, implements, and conducts training on ADA requirements to educate and sensitize agency and subrecipient employees on disability concerns and related issues
  • Establishes and seeks to strengthen relationships with ADA advocacy groups
  • Provides customer outreach and education to the community
  • Researches best practices with transportation and other public agencies on ADA issues
  • Analyzes, interprets, and remains current on applicable federal, state, and local regulations, and advises management on regulations, policies, and procedures
  • Reviews technical guidance to management and interdepartmental support services and/or activities for the disabled
  • Conducts and/or participates in roundtable meetings regarding ADA issues related to reasonable accommodation within Metro′s facilities and services
  • Provides interdepartmental support for reporting to federal and state agencies on Metro and subrecipient accessibility issues
  • Participates in federal and state audits by providing requested data, documentation, and information related to Metro's policies and procedures
  • Coordinates Metro participation in development and implementation of ADA plans, programs, services, and projects for people with disabilities and other special ridership groups in order to be in compliance with federal, state, and local requirements
  • Conducts site inspections of vendors, subrecipients, Metro and Access contractors, and Access member agencies to ensure all applicable local, state, and federal requirements pertaining to persons with disabilities are met
  • Provides recommendations in accessibility improvements to all Metro bus and rail services, equipment, and facilities and oversees ADA services and training provided by Metro subrecipients
  • Ensures all Metro communications and publications meet ADA communications requirements, coordinates marketing and publicity initiatives for accessible services, and oversees compliance by subrecipients of ADA requirements for communications
  • Integrates ADA complementary services with the fixed route system
  • Manages the Accessibility Advisory Committee
  • Serves as Metro′s liaison with other organizations concerning compliance with ADA regulations and subrecipients
  • Provides leadership to junior staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:

Education
  • Bachelor's Degree in Business, Public Administration, Planning, or a related field

Experience
  • Six years of relevant experience or three years of relevant supervisory-level experience performing work in ADA compliance, civil rights or other related program/ project management; some positions in this class may require specialized experience in area of assignment

Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • California Certified Access Specialist (CASP) designation preferred
