Job Summary
Under moderate supervision, maintains complex employee seniority rosters and monitors workforce needs for all represented jobs and personnel within Operations to achieve organizational objectives by helping balance and optimize staffing levels with the volume of work required; assigns, monitors, and reviews work of Manpower Specialists. A Leader receives additional pay for each hour worked as stipulated by the appropriate collective bargaining agreement.
Duties and Responsibilities
  • Monitors workflow and workforce efficiency for union contracted employees
  • Updates and distributes workforce staffing report with all contract employees within operations, including bus, rail, facilities maintenance, and Maintenance of Way (MOW) departments
  • Prepares and posts descriptions for prebid job bulletins
  • Canvasses departmental seniority roster to fill vacant positions and to assign relief work
  • Screens prebids to determine employees′ qualifications and seniority
  • Creates hiring schedule and plans on training needs
  • Advises employees of displacement rights in accordance with contract procedures
  • Maintains, updates, and distributes departmental seniority rosters for overtime work to Division Managers
  • Maintains and coordinates vacation schedules for Equipment Records Specialists and Typist Clerks
  • Composes and prepares letters, memoranda, and reports
  • Collects and analyzes organizational data to generate reports on work volume and projected staffing needs in order to improve business operations, optimize work schedules, identify critical positions, reassign workers, and pinpoint jobs that have become obsolete
  • Provides training and orientation to new Equipment Records Specialists regarding equipment operation and Metro procedures
  • Assists Senior Staff Assistant, as directed
  • Leads assigned employees by assigning and delegating work and providing training
  • Complies with all of Metro's safety rules, policies, and procedures
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

  • None required

  • Three years of relevant experience performing responsible clerical duties involving the maintenance of complex personnel records

Certifications/Licenses/Special Requirements
  • Valid California Class C Driver License
