Job Summary

Provides direct assistance to the Chief Executive Officer (CEO) on comprehensive planning and administering of Metro′s functions, programs and activities. Assists with convening diverse stakeholders to accomplish agency goals and objectives within general policy guidelines.

Duties and Responsibilities
  • Oversees and coordinates the preparation for Board of Directors and Board Committee meetings and works with all departments and agencies in the preparation of reports, presentations, and other materials going to the Board
  • Assists the CEO in formulating policy recommendations for the Board of Directors and attends Board and Committee meetings
  • Drives collaboration amongst key senior management and collects relevant data and resources to obtain insight and perspectives related to critical decisions
  • Stays up to date on a variety of public and non-public issues concerning the agency and provides background information to the Board
  • Monitors the implementation of major projects critical to the CEO′s executive strategy for organizational effectiveness and improvement
  • Serves as liaison between the agency and other external agencies, building consensus to accomplish agency goals; prepares and revises requests for information on behalf of the agency for various governmental offices and oversight agencies
  • Develops and presents written and oral reports, and analyses a wide variety of highly complex transportation service issues
  • Provides advice to the CEO on significant matters and undertakes special projects as directed
  • Provides policy direction, establishment of goals and major priorities, and advising in the development of strategies and the resolution of major problems
  • Supervises assigned staff
  • Represents Metro and the CEO as designated in meetings, as a committee member, and before community and business groups
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Essential Knowledge, Skills and Abilities


Knowledge of (defined as a learned body of information that is required for and applied in the performance of job tasks)

  • Theories, principles, and practices of organizational administration functions and strategic planning
  • Administrative principles and methods, including goal setting, program and budget development and implementation
  • Public administration and modern management theory
  • Capital and operating budgets
  • Social, political, and environmental issues influencing transit programs

  • Directing the overall activities of major organizational administrative functions
  • Determining strategies to achieve goals
  • Establishing and implementing organizational goals and initiatives
  • Understanding, interpreting, and applying laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Analyzing situations, identifying problems, implementing solutions, and evaluating outcomes
  • Communicating effectively orally and in writing
  • Preparing comprehensive reports and correspondence
  • Interacting professionally with various levels of Metro employees, the Board of Directors, outside representatives, and public officials
  • Planning financial and staffing needs

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:

Education

  • Bachelor′s Degree in Business Administration, Public Administration, or a related field; Master's Degree in Business Administration, Public Administration, or a related field preferred


Experience

  • Five years of relevant executive management-level experience in public transportation operations


Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
