Job Summary

Performs highly complex administration of ethics related compliance programs; promotes an ethical culture within the agency; provides professional advice, reports, and instruction; provides guidance to lower-level staff; and supports Metro′s Board of Directors, management, employees, and suppliers on matters relating to ethics and compliance.

Duties and Responsibilities
  • Performs complex work and plans and directs major projects relating to ethics awareness programs, lobbyist regulation enforcement, Ethics Code(s) of Conduct, and statutory obligations
  • Manages the training of Metro staff on the Ethics Policy, Code(s) of Conduct, and statutory obligations
  • Develops and oversees new ethics programs and improves on existing programs
  • Oversees the ethics staff in the development and maintenance of the computer assisted ethics training and lobbyist registration programs
  • Develops and oversees the ethics training for Bus and Rail Operators
  • Conducts advanced-level administrative investigations of potential breaches of conduct, interprets regulations, and makes specific recommendations for resolution
  • Provides training and develops and oversees presentations given to outside vendors, consultants, and potential vendors at pre-bid and pre-proposal conferences on Metro′s lobby registration regulations
  • Conducts research and responds to complex issues regarding ethics principles and practical applications
  • Prepares reports, opinions, and other correspondence related to ethics policies and lobby registration regulations
  • Monitors and reviews annual financial disclosure statements filed by staff in compliance with Conflict of Interest laws
  • Advises Metro's Board of Directors, Executive Staff and staff regarding issues on the application of the ethics policy, Political Reform Act, Lobby Registration Regulations, and conflict of interest
  • Prepares Conflict of Interest reports for Board and committee meetings
  • Works with the Inspector General staff in investigating and resolving violations of the ethics policy
  • Coordinates the development and oversees the maintenance of the intranet and internet ethical web sites for staff and general public
  • Provides work direction and guidance to professional, administrative, and clerical staff when assigned
  • Acts as Safety Captain and/or floor Emergency Response Team member
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

  • Advise Metro′s Board of Directors, Executive Staff and staff regarding issues on the application of the ethics policy, Political Reform Act, Lobby Registration Regulations, and conflict of interest

  • Make recommendations for purchases to maximize productivity within budget constraints

Minimum Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:


  • Bachelor's Degree in Business, Public Administration, Planning, Accounting, or a related field; Master′s Degree in a related field and/or Juris Doctor Degree preferred


  • Five years of relevant experience performing work in support of ethics programs or ensuring compliance with various regulatory laws; some positions in this class may require specialized experience in area of assignment

Certifications/Licenses/Special Requirements

  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

  • Licensed Attorney preferred
