MANAGER, CONTRACT PRE-QUALIFICATION

Job Summary
Manages the activities of contract compliance and the pre-qualification process of entities seeking to do business with Metro; activities include providing background verifications, certifying financial capacity, and contributing related information supporting the contract award process.
Duties and Responsibilities
  • Manages the workflow for the pre-qualification review process of entities seeking to do business with Metro and assigns work to staff
  • Manages the contract compliance group which is charged with oversight and improvement of Metro contracting process
  • Implements the requirements of AB1869, to pre-qualify applicants seeking to do business or holding current contracts with Metro
  • Reviews and evaluates applicant responses for data relating to the reliability, integrity, and financial analysis of the business entities requesting pre-qualification
  • Supervises the analyses and verification of information through sound financial analysis and utilization of third-party databases
  • Officially qualifies applicants, or refers findings for further investigation and final adjudication of disqualifying factors
  • Oversees financial capability analysis, evaluating balance sheet, income statement and cash flow reports, and utilizing credit bureau reports and database analysis
  • Oversees the development and maintenance of all in-house and contracted databases
  • Develops and refines policy and procedures
  • Responsible for the timely reporting of qualification results, and performs continuous effective coordination with other Metro units, including Contract Administration, Procurement, Audit, Legal, Ethics, Equal Employment Opportunity (EEO), and Office of the Inspector General (OIG)
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Minimum Qualifications
A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a two-for-one year basis. A typical combination includes:

Education
  • Bachelor′s Degree in Business or a related field; advanced degree in a related field preferred

Experience
  • Six years of relevant experience or three years of relevant supervisory-level experience conducting investigations in a contract/procurement environment; some positions in this class may require specialized experience in area of assignment

Certifications/Licenses/Special Requirements
  • A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
  • Certified Public Accountant preferred
  • On-call 24 hours, 7 days a week
